Testing is required for most properties in Cleveland

All residential rental units in Cleveland constructed prior to January 1, 1978 are required to have lead-safe certification

To obtain a lead-safe certification, the owner of a residential rental unit must have a copy of a clearance examination report or lead risk assessment

Lead-safe certifications are valid for two years from the date of issuance

Cleveland has started prosecuting landlords who skirt laws, and is trying to prevent landlords from selling homes with lead hazards (link)
